Feedback Policy

Feedback is a valuable indicator of a buyer or seller's reputation on RHM. Your member profile includes a feedback score, as well as comments from other members you've bought from and sold to.

As an RHM user, you should use caution and good judgment when leaving feedback for another user. What you write will be a permanent part of that user's record on RHM.

RHM's feedback-related policies are designed to encourage open and honest trading. However, to ensure that feedback is used for the proper purpose and not abused, RHM has some basic rules that must be followed.

Feedback Extortion
Here are some examples of feedback extortion:

* "Even though it didn't reach satisfaction, buy it from me for my bid or..."
* "Pay me $100.00 or I will..."

If you've experienced feedback extortion, please Contact Us. We need the full header of any email you send as evidence because it enables us to trace the pathway of the email. You can review what a header is and how to locate it.

If you have trouble finding the email header, we suggest that you visit SpamCop, a site that contains information on how to obtain headers for many email clients.

Feedback extortion does not qualify for feedback removal under RHM's Feedback Removal Policy.
Feedback Solicitation
Offering to sell feedback, buy feedback, or trade feedback undeservedly is strictly against RHM's feedback policies. Such activity is called feedback solicitation.

Including the term feedback or any reference to RHM feedback in the listing title is considered feedback solicitation and the item will be removed. The only exception is if the term feedback is directly describing the item listed.

If you have information regarding a possible feedback solicitation offense, please Contact Us, and include any information (auction number, user ID of seller, and so forth) that would help us review the situation.
Feedback Abuse, Withdrawal, and Removal

There are two very important reasons why you should use caution and good judgment when leaving feedback for another member of the RHM community. First, you should remember that you cannot go back and edit feedback that you have left, and the feedback that you leave will become a permanent part of a member's RHM record that is published to the entire RHM community.

Second, if a court were to find that your remarks constitute libel or defamation, you would be held legally responsible for damages to that member's reputation. Under federal law (the Communications Decency Act), because RHM does not censor feedback or investigate it for accuracy, RHM is not legally responsible for the remarks that members post, even if those remarks are defamatory. However, this law does not protect the person who leaves the feedback from responsibility for it.

Feedback that meets any of the circumstances below is feedback abuse and may be subject to removal. Feedback that doesn't meet any of the reasons outlined below will not be removed:

* RHM is provided with a valid court order finding that the disputed feedback is slanderous, libelous, defamatory or otherwise illegal.
* The feedback comment contains profane, vulgar, obscene, or racist language or adult material. Inflammatory language, such as "fraud, liar, cheater, scam artist, con man" etc. is strongly discouraged but will not be removed.
* The feedback comment contains personal identifying information about another member, including real name, address, phone number, or e-mail address.
* The feedback makes reference to an RHM, PayPal or law enforcement organization investigation.
* The feedback comment contains links or scripts.
* Feedback left by a member who bid on or purchased an service solely to have the opportunity to leave negative feedback for the seller, with no intention of completing the transaction.

If you believe that another member has left feedback for you that meets one or more of the criteria listed above, please contact us and seek review. If we agree with you, we will remove the feedback.

Feedback and Dispute
RHM reserves the right to rate any party at any time, as detailed somewhere else.

However mediations and arbitration situations receive special scrutiny from RHM because they often tempt one party to "trade" a deserved bad rating in return for performing a concession for the other party. This practice is unfair to future Purchasers and sellers who rely on the ratings to make decisions and taints the overall integrity of the rating system.

To prevent this, both parties agree to cooperate fully and completely with RHM's investigations as to why a cancellation or reduction in payment has occurred. RHM (at it's sole discretion) will determine who is "at fault" and will then apply it's own rating as follows:

1. When one party is found at fault
The at fault party should receives a negative rating with a comment detailing what occurred and the arbitration is recorded as a 'lost' arbitration on their record. The purchaser agrees with this statement while being rated or rating the other part.

2 When two parties are found at fault.
Both parties should receive a negative rating with an comment detailing what occurred and the arbitration is recorded as a 'lost' arbitration on their record.

3 When RHM can't determine who is at fault
There are times when it is not possible (or economically practical) to determine conclusively which party is at fault and which isn't. In these cases, both parties will receive a neutral rating with a comment detailing each party's unverifiable position. The arbitration is recorded as 'neutral' arbitration on both party's records.

4 When RHM determines that neither party is at fault
Both parties will receive a neutral rating with a comment detailing why the result was neither party "at fault". The arbitration is recorded as 'neutral' arbitration on both party's records.

5. Coder cancellation grace period:
There are some legitimate reasons why a seller may place a bid, but then at the time of escrowing, find they cannot take on the work. Some examples include simply winning more bids than anticipated, or due to a change in scope by the Purchaser. If a seller promptly notifies both RHM and the Purchaser within 24 hours of the funds being escrowed that a legitimate reason is causing them not to complete the bid request, then RHM will grant them a neutral rating, rather than a bad rating. A comment on the seller's record detailing that the work was not started will still be left, to fully document what occurred. Should RHM (at it's sole discretion) determine that the reason does not appear to be legitimate (including but not limited to 'I just don't feel like doing the work'), it can revoke this privilege.
